Motion Blur Problems

[Stargate]

I'm having trouble getting the motion blur to work with Mental Ray. The entire sim seems to jump between renders and the lighting also seems to jitter. I've got auto volume on etc. I've also increased the sampling. Any ideas?

The ONLY difference between these renders is the addition of motion blur.
