fumeFX particle emitter needs better seed value support

Currently the particle emission seed parameter per emitter does not seem to work as expected. According to some users on another forum, it does not affect the particle position
at all and in cases where users are trying to do krakatoa like emission into multiple partitions, this seed offset does not work.

Maybe we can revamp the controls for this a bit and make it more feature rich at the same time?
