My guess is that Maxon wanted to have better particle system in Cinema 4D so they've bought TP 1 from Cebas. Probably they did't want to invest in newer versions and didn't invest in development on their side either (or they were unable to do so by the agreement). Similar thing happened with Particle Flow in 3ds max - it got updated only with Box #2 and Box #3 they've bough from developer but nothing major hasn't been done with it.
