It seems that the problem is that mental ray interprets the FumeFX grid as an object and since it's adaptive (it's moving around), mental ray uses that motion to generate velocity.
Non-adaptive grid does not exhibit this issue.
You might want to exclude the FumeFX grid from the motion blur.
